God fashions each man's heart.
Some commentators say this implies His omniscient control over the heart, turning it wherever He wishes to accomplish His purpose.
Man's will is not as free as he would like to think.
I have heard pastors say, "God is a gentleman. He'll never make you do something you don't want to do. He respects the sovereignty of man's will."
Hogwash!
Only God is sovereign. He will have mercy on whom He will have mercy, and He hardens whom He hardens.
