I will instruct you and teach you in the way you should go; I will guide you with my eye.
Here the Lord contrasts the way He wants to guide us with the way we would need to be guided if not for His grace. He doesn't want to force us with bit and bridle like a dumb mule who doesn't go willingly.
Instead He gives us the picture of a child watching his father's eyes and the father giving direction to him just by looking in the direction his son should go.
This is how the Father desires to teach and guide us.
Intimate, gentle, lovingly.
But we must be continually looking at Him.
